The Manhattan Guardian tries to calm the citizens of Metropolis, who are panicking because of their city being surrounded by a glass barrier. When Jimmy Olsen is kidnapped, Guardian sets out to track down Honest Mary, who is trying to influence the public by using her brand of honesty.
