Professor Pyg is now running his own asylum for the former Arkham patients, with Dr. Joy working for him. The patients seem to be doing better than at Arkham, as Pyg gives them more freedom. However, when they give Azrael his freedom against Dr. Joy's advice, things take a turn for the worst.
