Reports of entire town populations going missing bring the Bureau to investigate. Kate Corrigan has to deal with internal problems, as Agent Devon raises suspicions that Abe Sapien is an unwitting agent of evil. Abe, meanwhile, is on a mission of his own, and he tracks down a long missing member of the B.P.R.D., Captain Daimio. Back at the Bureau, Johann is secretly cloning a new host body, and Panya's motifs remain a mystery.

Kate Corrigan finds her time consumed by either bureaucrats or the in-fighting between Johann and Panya, despite the fact that ever greater horrors are arising, demanding the bureau's attention. Daimio and Abe investigate the missing persons, tracking the disturbance to a lake in woods which holds a gruesome secret.
